INDMO, I.P., and ILO will develop a certification and recognition of competencies framework for Timor-Leste returnee migrant workers.

Dili, September 13, 2023 – INDMO, I.P., and ILO discussed the importance of developing a certification and recognition of competencies framework for Timor-Leste returnee migrant workers, which is a significant step towards better managing labour mobility in the country. The initiative aims to create a regulatory framework that will enhance the management of labour migration in coordination with SEFOPE (the Secretary of State for Vocational Training and Employment) and recipient countries. The framework will address the challenges faced by returnee migrant workers in Timor-Leste, such as finding suitable employment opportunities due to a lack of recognition for their skills and qualifications acquired abroad. By establishing a framework that certifies and recognises their competencies, these workers will have improved access to employment opportunities that align with their skills and experiences.

In addition to this, the ILO also underlined the need for the development of a regulatory framework for managing labour mobility, which is crucial for Timor-Leste as it will enable the government to effectively address various aspects related to labour migration, such as recruitment, placement, working conditions, social protection, and reintegration support. Strong coordination between SEFOPE and recipient countries is essential for implementing this regulatory framework, as they play a vital role in employment policy in Timor-Leste. Establishing cooperation with recipient countries is crucial, as they are the destination for Timor-Leste’s migrant workers, and establishing bilateral agreements and mechanisms that protect their rights and welfare

The meeting between Ms. Isabel Fernandes de Lima (Director of INDMO, I.P.) and Ms. Michiko Miyamoto (Director of ILO for Indonesia and Timor-Leste) was accompanied by Mr. Aquiles Guterres, Institutional Strengthening Advisor, Mr. Nilim Baruah, ILO Labour Migration Specialist, and relevant officials of INDMO, I.P., and ILO offices.
