INDMO, I.P., and ILO will advance Mutual Recognition of Skills (MRS) in Timor-Leste to enhance economic integration in the region and beyond.
Dili, September 13, 2023 – The INDMO, I.P., and ILO are planning to organise comparative studies for Timor-Leste’s mid-level certification bodies in ASEAN countries to address skills shortages. This initiative aims to enhance cooperation and collaboration among ASEAN member states by recognising and validating skills acquired by individuals across borders. Mutual recognition of skills is the process of acknowledging and accepting qualifications, certifications, and competencies obtained by individuals in one country as equivalent to those required in another country. It facilitates the mobility of skilled workers across borders, enabling them to work and contribute their expertise without lengthy retraining or requalification processes.
The visit will examine existing frameworks and mechanisms for mutual recognition of skills in selected ASEAN countries, identify best practices, and share them among participating countries. One key objective is to support Timor-Leste in its efforts to implement mutual recognition of skills, as it can greatly benefit from the exchange of skilled labour with other ASEAN member states. By aligning its skill recognition system with regional standards, Timor-Leste can attract skilled workers from neighbouring countries and provide opportunities for its workforce to seek employment abroad.
Advancing mutual recognition of skills within the ASEAN community is crucial for addressing skills shortages, as many countries within ASEAN face challenges in meeting labour market demands due to a lack of skilled workers in certain sectors. By promoting mutual recognition of skills, ASEAN member states can contribute to the global labour market, enhancing economic integration, cultural exchange, and knowledge transfer among nations.
The meeting between Ms. Isabel Fernandes de Lima (Director of INDMO, I.P.) and Ms. Michiko Miyamoto (Director of ILO for Indonesia and Timor-Leste) was accompanied by Mr. Aquiles Guterres, Institutional Strengthening Advisor, Mr. Nilim Baruah, ILO Labour Migration Specialist, and relevant officials of INDMO, I.P., and ILO offices.
